Hill poised to win £51m residential job

Hill Partnerships Limited is set to deliver a £50.7m residential project in Hertfordshire without competition, following a direct award by Thrive Homes.

The deal involves the transfer of land at Lyndhurst Farm, Green Street in Borehamwood, which Thrive has agreed to buy from Hill Partnership’s sister firm, Hill Residential Limited.

Hill Residential had already carried out design and planning work on the site, including planning condition discharge, according to a contract notice and transparency notice released today (6 June).

Under the arrangement, Hill Residential has exclusive rights to acquire the land, which it will assign to Thrive.

However, this is conditional on Hill Partnerships – its group company and a subsidiary of CN100 firm Hill Holdings – being appointed to carry out the construction.

Thrive concluded that this exclusivity gave Hill Partnerships the sole right to develop the scheme under paragraph 5 of Schedule 5 to the Procurement Act 2023, which allows direct awards in such cases.

No alternative site with planning consent and equivalent readiness was available in the area, according to the client.

The contract is due to be signed by 18 June, with works scheduled to begin on 7 July and complete by 31 May 2028.

An architect has not yet been named.
