Telford council plans £240m building framework

Telford & Wrekin Council has set out plans for a building works framework worth up to £240m over eight years.

A pipeline notice published on 23 May confirmed that the framework will cover major construction projects across the borough, with individual schemes potentially exceeding £120m in value.

Routine planned maintenance is excluded from the scope and will be procured separately.

The framework will be procured using a competitive flexible procedure, in line with the Procurement Act 2023, and will be open to small and medium-sized enterprises. The estimated start date is 22 May 2026, with the agreement scheduled to run until 21 May 2034.

According to the notice, the framework will be established as a commercial tool to deliver a rolling programme of capital schemes across the local authority’s estate.

The total value of the framework is estimated at £200m excluding VAT.

The council has indicated that the first tender notice is due to be published on 24 May 2025.
