
Six local authorities in Yorkshire have awarded a joint £96m framework for surfacing and planing works, appointing 12 contractors across eight lots.
The Yorkshire Alliance Contract, procured jointly by the councils of Bradford, Calderdale, Kirklees, Leeds, Wakefield and York, covers carriageway and footway resurfacing, planing, traffic management, waste disposal and associated works.
Kirklees Council led the procurement and will act as contract administrator.
The four-year framework is split into two categories: standard surfacing works (Lots 1–6) and design-and-build call-offs (Lots 7–8). Works may be awarded either by direct allocation or through mini-competitions.
The largest individual allocation is the £24m Lot 1 for Bradford, followed by £20m for Wakefield (Lot 5), £16m for Leeds (Lot 4), £10m for Kirklees (Lot 3), £8m for Calderdale (Lot 2), and £4m for York (Lot 6). Lots 7 (for Kirklees) and 8 (for Wakefield) are valued at £4m and £10m respectively.
Kirklees highways manager Tom Widdop managed the procurement on behalf of all six authorities. No architect has been named, as projects will be led by local authority engineering teams.
The appointed contractors will provide full labour, plant, supervision, materials and waste management across highway and non-highway sites.
