TfL to launch £700m London infrastructure framework this autumn

Transport for London (TfL) has outlined plans for a new multi-discipline infrastructure framework worth up to £700m, with procurement due to start in late June.

The framework will support both design and construction works across the capital, using early contractor involvement and multi-stage contracting.

In a planned procurement notice released this morning (16 May), TfL said the approach would allow it to work more collaboratively with the supply chain.

It will cover a pipeline of upgrade projects including the £60m station capacity enhancement at Elephant & Castle, the £80m South Kensington station upgrade, and around £200m of step-free access schemes. All projects remain subject to funding approval.

The framework will operate on a direct award basis, with no requirement for mini-competitions, and will run for four years from October 2025. A possible two-year extension to October 2029 may be applied.

TfL expects to award places to a maximum of four contractors.

It is using the Rail Industry Supplier Qualification Scheme (RISQS) as a qualifying dynamic market. Interested firms must register on RISQS under specified product codes by 16 June.

Expressions of interest are expected to be invited from 27 June, with a deadline for responses set for 5 September. Contract award is scheduled for 20 October 2025.

The framework will cover a wide range of construction services, including structural installation, MEP systems, roofing, escalators and lifts, platform works, security systems and drainage.
