Procurement for Housing (PfH) has appointed 19 contractors to a £500m framework for decarbonisation and retrofit works across the UK’s social housing sector.

The four-year agreement, which started on 31 March, will allow PfH’s members to procure upgrades covering heating, insulation, windows and doors, electrical systems and full property refurbishments. The framework also includes provision for energy-efficiency consultancy and energy performance certification.

The client, headquartered in Warrington, is administered by Inprova and supported by the National Housing Federation, the Chartered Institute of Housing and HouseMark. PfH acts as a central purchasing body under the Public Contracts Regulations 2015.

Work will include energy-efficient heating upgrades such as district heating and heat pump systems, insulation measures including roof, cavity and external wall works, and replacement of building components such as doors and windows. Also covered are plumbing, cladding and ventilation systems.

No architect was named in the tender notice.

Firms appointed include large regional contractors such as Seddon Construction, CLC Contractors, and Guildmore, alongside national players including United Living and Equans Regeneration. A number of energy efficiency specialists were also successful, including Next Energy Solutions and Sustainable Building Services (UK).

The framework was procured using the open procedure and evaluated on a 70:30 quality-price weighting. A total of 29 tenders were received, with 17 from small and medium-sized enterprises.

The contract is not divided into lots and is intended for use by a wide range of UK contracting authorities. These include existing and future PfH members, social landlords, housing associations, councils and ALMOs. The framework may also be accessed by NHS trusts, emergency services, and education bodies listed on the PfH website.

The estimated £500m value of the contract was listed as both the initial and total value, and no details were provided on individual supplier allocations.

No EU funding was attached to the framework, and the procurement is covered by the Government Procurement Agreement.
