The Department for Business and Trade (DBT) has launched early market engagement on a potential £35m framework covering a wide range of construction product testing services.

The Office for Product Safety and Standards (OPSS), which is part of the DBT, is developing a multi-lot framework for technical testing across several product categories.

These include construction materials, electrical goods, gas appliances, personal protective equipment, and cybersecurity measures for smart infrastructure.

The framework’s value is estimated at £35m (or £42m including VAT), the DBT said last Friday (4 April).

It is expected to last up to eight years and may use the new open model introduced under the Procurement Act 2023.

The framework is expected to begin in January 2026 and last until December 2028, with a possible extension to December 2033.

If the open model is adopted, it would reopen periodically during its lifespan to allow new suppliers to join.

At this stage, the DBT has not finalised the lot structure.

However, it anticipates including testing services required under the National Regulation Enforcement Services remit, covering areas such as fire safety performance of construction products, chemical testing of timber and cosmetics, and verification of energy-efficiency claims.

The department is encouraging suppliers to express interest by 30 April 2025. An introductory webinar is planned for May.

DBT may hold further one-to-one meetings with interested firms depending on demand.

The OPSS regulates most consumer products in the UK, with the exception of vehicles, medicines and food. It also acts as the national regulator for construction products.
