Pagabo sets ball rolling on mega-framework replacements

Procurement specialist Pagabo has alerted the market to two forthcoming opportunities it claims are potentially worth a total of more than £50bn.

The Hull-based company published prior information notices yesterday (3 February) for the renewal of its mammoth major works and developer-led frameworks.

Big names including Morgan Sindall, Sir Robert McAlpine, Vinci, Willmott Dixon and Graham landed places on Pagabo’s current major projects framework. Launched in 2020 and expected to run for six years, it covers construction jobs worth at least £5m each.

This deal has seen over 75 projects procured including Manchester College’s City Campus extension, with a total of £2bn of opportunities put to the chosen contractors.

Now Pagabo – on behalf of Cumbria, Northumberland, Tyne and Wear NHS Foundation Trust – has started the ball rolling on its successor, which could be worth up to £5bn from 2026.

A survey is available to express an interest in consultation on the new framework, with market engagement expected to follow before a call for competition in June.

Meanwhile, a developer-led framework that went live at the end of 2020 has led to 46 schemes with a total combined value of more than £5bn being procured. Pagabo said another £7bn of work was in the pipeline.

Bradford City Village, Great Western Hospital, High Peak District Council City Centre Regeneration and Derby City Council Cultural Heart Development have all gone through this agreement.

Now Pagabo has alerted contractors to a replacement, due to launch in April 2026, and said to be worth up to £47bn.

Procurement for this framework will follow a broadly similar timetable to the major works deal.

Pagabo chief procurement officer Jason Stapley said: “These two frameworks have been completely transformative for the sector over recent years, driving real value for clients and transformational placemaking for communities.

“We know that there’s so much more to unlock, so we’re really pleased to be working with contracting authority Cumbria, Northumberland, Tyne and Wear NHS Foundation Trust to bring the next generation of each offering to the market.

“We welcome insights from any contractor, developer or contracting authority that is considering participating in the opportunity, or may utilise the new frameworks. These insights are vital to support in designing a solution that works for everyone.”

A range of public sector bodies and charities are able to access the frameworks to procure construction and development.
