£1.5bn decarbonisation framework put to market

Procurement specialist Fusion21 has advertised up to £1.5bn of retrofit and refurbishment work.

The body invited interest in a four-year decarbonisation framework covering homes and public buildings.

Up to 15 contractors will be appointed to the panel to deliver insulation, heating, air conditioning, roofing and a range of other works.

Lot 1 will cover residential properties and is valued at up to £1bn, while Lot 2 will be used for other buildings and is expected to be worth about half as much.

Domestic works will include solid wall, cavity and loft insulation as well as draught-proofing and air-tightness works.

Whole-house refurbishments will be carried out through the framework alongside installation of renewable energy systems such as air source heating.

Replacement jobs will include windows, doors, bathrooms and kitchens.

Companies must have a minimum turnover of £20m to be selected for the framework, along with specified levels of public, employer, professional and product liability cover.

An assessment will be made of the financial viability of each bidding party using statements from Companies House and a third party credit reference agency.

A list of mandatory qualifications and memberships is available on the contract notice. Chosen suppliers will be expected to deliver social value outcomes through their work.

Contractors have until midday on 12 February to register their interest in the framework.

Meanwhile, 18 firms have been named on a framework designed to make delivery of health services more sustainable.

Big names including Kier, Willmott Dixon and Seddon made the Decarbonisation of Estates Framework.

Works will include delivery of internal and external wall insulation; ground source and air source heat pumps; electric heating solutions; lighting; and replacement windows and doors.

Anjub Ali, senior category manager at NHS Shared Business Services, said the deal was “a response to the profound and growing threat to health posed by climate change”.

He added: “It is geared towards helping the NHS modernise and decarbonise aged assets and buildings throughout the public sector’s estates.”
