Jersey seeks contractors for major hospital job

Contractors are being invited to bid for an acute hospital new build scheme in Jersey.

The Government of Jersey has started the process for awarding the contract to build the new facility at Overdale, St Helier.

Jersey has not revealed the cost for the scheme, but the Government of Jersey has allocated £710m for the build at Overdale and for work to start on two health facilities.

Tender details were revealed in a contract notice published Tuesday (17 December) and a prior information notice released on 13 December.

A main works delivery partner (MWDP) will be selected to complete the design, construction, testing and commissioning of the hospital.

Demolition and site clearance works have been completed at the site in preparation for the construction work. This is anticipated to start in September next year.

A planning application for the hospital was submitted in September and the work is estimated to be finished by 2028.

Facilities will include an accident and emergency department, operating theatres, and inpatient wards.

The contract will also include associated infrastructure including surface landscaped car parking.

The hospital will feature a five-level design, including a plant floor, and will provide over 60 additional acute overnight beds compared to the current Jersey General Hospital.

It adopts a campus-style layout centered around a functional “heart”.

The building’s mass has been stepped back to minimize its impact on nearby residences, with its highest clinical floors positioned two storeys lower than a previously approved scheme.

The PIN said: “It is intended that we appoint a single MWDP for the acute hospital at Overdale who will design and construct a new circa 47,500 square metres Acute Hospital with associated services and external spaces.

“It will require a MWDP to provide a full suite of services through the pre-construction, construction, and commissioning stages through to practical completion.

The Jersey government’s project outline makes clear it is exploring all opportunities for using modern methods of construction with the aim of “minimising the delays in construction due to site size and accessibility”.

The Jersey government also added: “The work required for the acute hospital at Overdale is substantial and demands specialised experience.

“The publication of the PIN is an important step to ensure that the right suppliers, equipped with the necessary skills and expertise, are secured for this major infrastructure project.”
