Contractors alerted to £545m M&E framework

Framework provider Pagabo has put contractors on alert for a £545m mechanical and electrical solutions framework.

A range of specialist mechanical and electrical (M&E) subcontractors will be appointed to the four-year framework, which has been designed to respond to growing demand for M&E expertise across the public sector.

According to a prior notification notice, the framework will be split into value-based lots to allow firms to tender for different-sized projects:

• Lot 1: Mechanical and electrical design consultancy
• Lot 2: £50,000 to £500,000
• Lot 3: £500,000 to £1m
• Lot 4: £1m to £3m
• Lot 5: £3m and above

Divided into a number of UK regions, the framework will be open to all types of public-sector bodies, including those in the emergency services, housing, healthcare, education, aviation, rail, nuclear, and highways and infrastructure sectors.

Pagabo, which had already been engaging with M&E providers ahead of the notice, will also hold an engagement session with the wider market on 28 February to ensure the framework is developed collaboratively.

Jonathan Parker, head of construction at Pagabo, said demand for more smart buildings had created more work for companies with mechanical and electrical capabilities, especially in support of the healthcare and higher education sectors.

“Appointing the most suitable supplier for each project will help ensure clients have a collective approach to innovation,” he said.

“Whether it’s offsite manufacturing by the contractor, to electrical modelling to the highest energy standards by the M&E specialist, this framework is one of our offerings that will help build quality project teams.”

Smaller firms will have the chance to win work under the framework alongside larger contractors, he added.

“We also build into our framework development and tender processes a dedication to SMEs within the industry, making sure they are afforded equal opportunities across our suite of frameworks – and that is no different for this latest framework,” said Parker.

Cumbria, Northumberland, Tyne and Wear NHS (CNTW), which is already the contracting authority for Pagabo’s major works and developer-led frameworks, will carry out the same role for the new agreement.
