What can you do about rental scams in Italy?

From deposits not returned to fraudulent fees and even fake agencies, Italy’s rental market is notorious for scams. Is there anything you can actually do if you get stung?

I’ve heard from multiple people that foreigners very often have their deposit stolen at the end of a tenancy, probably because agencies know there are such low odds they will be able to do anything about it. It put me off renting. They were lucky it was only €500.
