Pagabo names new chief executive amid leadership reshuffle

Public sector procurement body Pagabo has promoted Amman Boughan to chief executive as part of a senior leadership restructure aimed at supporting its digital growth strategy.

Boughan will take over from co-founder Simon Toplass on 1 April, with Toplass moving into an executive founder role.

Co-founder Jason Stapley will remain chief procurement officer but will shift his focus towards strategic growth opportunities and partnerships, including a recently announced agreement with HealthTrust Europe.

The restructure also sees Chris Slinn’s retain his role as chief revenue officer but also lead the group’s digital offering, while Hannah Norbu has been appointed chief financial officer.

Emma Hesbrook has been appointed director of procurement operations, Jonathan Oram becomes category and partnerships director, and Karen Carter has been named public sector director.

Boughan joined Pagabo Group as chief financial officer (CFO) in May 2024 and has combined that position with the deputy chief executive role since last September, according to his LinkedIn profile.

His CV also includes CFO stints at Yorkshire-based contractor CNG, health testing provider Preventx, software firm Answer Digital and lighting manufacturer Lights4Fun.

Referring to his new role, he said: “There is a huge supply of capital deployment from central government across multiple sectors right now. So, there’s big opportunity – not just purely from a project perspective but also in unlocking the maximum value from that investment.”

Stapley said Pagabo had supported around £2bn of capital delivery projects through procurement frameworks over the past year. He said: “This is a huge level of spend on critical infrastructure that we are playing an integral role in delivering efficiently.”

The group said the restructure reflected its focus on using data and technology to improve outcomes in the built environment and public sector project delivery.

It has shifted towards a digital-led model, supported by the appointment of chief technology officer Dave Stott in late 2025.

“Through effective use of quality data, projects can progress from pipeline to delivery more efficiently, with less risk and greater impact return for communities, meaning everyone at every stage benefits,” said Boughan .

Pagabo Group acts as the parent organisation for procurement specialist Pagabo, contract management software firm Sypro, and social value consultancy Loop.

Pagabo was founded in 2013 and established its wider group structure in 2021 to bring together procurement, contract management and social value services.

The business now employs around 100 staff.
