The MPNP’s first draw of December prioritizes candidates in Manitoba

On December 5, 2025, the Manitoba Provincial Nominee Program (MPNP) invited nearly 185 candidates to apply for provincial nomination.

The MPNP extended invitations to candidates through its Skilled Worker Stream, selecting candidates through its Skilled Worker in Manitoba and Skilled Worker Overseas pathways.

A total of 184 Letters of Advice to Apply (LAAs) were issued in the province’s first draw of December.

This is the highest number of LAAs issued in a single draw since October 9, 2025.

Candidates were targeted through either the Skilled Worker in Manitoba or Skilled Worker Overseas pathways if they indicated being directly invited by the MPNP as part of a strategic recruitment mission.

This most recent draw follows a pattern since June of this year, in which the MPNP has almost exclusively focused on candidates selected under recruitment initiatives.

The distribution of LAAs to candidates who reported receiving an Invitation to Apply (ITA) under a strategic recruitment initiative can be seen below:

Of the 184 invitations issued under Expression of Interest (EOI) Draw #259, 61 were given to candidates who declared a valid Express Entry profile number and job seeker validation code.

The highest number of LAAs were distributed to candidates under the Temporary Public Policy (TPP) to facilitate open work permits (OWPs) for prospective provincial nominees in Manitoba or the Yukon.

MPNP candidates require a Manitoba Support Letter to get this special two-year OWP. The province is accepting Manitoba Support letter applications until December 16, 2025, at 12:59 a.m. EDT.

With a Manitoba Support Letter, candidates can submit a work permit application to Immigration, Refugees and Citizenship Canada.

The deadline for submitting applications for these work permits is December 31, 2025, which is when the federal temporary public policy expires.

I met the draw selection criteria, but wasn’t invited – why?

The MPNP notes that individuals who submitted an EOI profile meeting the selection requirements, but did not receive a LAA may have been excluded for one of the following reasons:

  • They reported completing an approved third-party English or French language test, but either failed to enter a valid test number in their EOI or their test results were no longer valid; or
  • They stated that they were invited to apply through a strategic recruitment initiative, but did not provide a valid invitation number.

What is a strategic recruitment initiative?

Strategic recruitment initiatives support Manitoba employers in sourcing skilled international workers to fill labour shortages.

Candidates are assessed against criteria such as language proficiency, professional background, education level, age, and the particular requirements of the stream under which they are being considered.

Employers wishing to participate must meet position-specific eligibility standards and complete Manitoba’s ABC Recruitment Process. Once authorized, they are permitted to forward eligible candidate information to Manitoba’s Employer Services division.

If a candidate has significant links to another Canadian province or territory—such as previous work or educational history—Manitoba may view them as unlikely to remain permanently, which can lead to refusal from either Employer Services or the MPNP.
