Public consortium launches £500m Yorkshire modular framework

The Yorkshire Purchasing Organisation (YPO) has launched a £500m framework for the supply and hire of modular buildings using modern methods of construction.

The framework is designed to meet demand for offsite solutions across the UK. It includes 15 lots (see boxout) covering the purchase and rental of buildings for education, healthcare, housing, catering, custody suites and other public sector uses.

Contractors appointed to the framework will be expected to deliver turnkey solutions using 2D or 3D primary structural systems with a minimum pre-manufactured value of 55 per cent. The framework allows for both new buildings and temporary installations, including relocatable structures.

The agreement will run for four years from December 2025, with options for additional purchases during its term.

YPO has estimated the framework’s total value at £500m including VAT.

Bidders will be assessed on cost (40 per cent), quality (20 per cent), delivery and customer service (20 per cent), and social value (20 per cent). YPO may award contracts either through mini-competitions or directly to the highest-ranked supplier in a given lot.

Suppliers will be required to demonstrate the ability to deliver to any UK location and within specified timeframes.

For the six hire lots, firms must also confirm they can meet contract length requirements. A 1 per cent fee will be charged on the value of goods and services supplied.

YPO warned in a tender notice yesterday (18 September) that risks to performance include supply chain disruption, skills shortages, and potential changes to building regulations or site access constraints.

The procurement is open to small and medium-sized enterprises and voluntary or community groups.

Tender documents must be submitted by 5pm on 24 October, with contracts expected to be awarded on 28 November.

YPO is a publicly owned procurement consortium serving local authorities, schools, emergency services and the NHS.
