Contractors named for £2bn public sector capital investment framework

Procurement Assist has appointed more than 60 firms to a £2.04bn framework covering capital investment works across the UK public sector.

The procurement organisation said the four-year agreement will deliver construction, refurbishment and maintenance works for social landlords, NHS Trusts, emergency services, schools and local authorities.

Procurement Assist acted on behalf of Integrated Facilities Management Bolton, a subsidiary of Bolton NHS Foundation Trust, according to a contract notice published yesterday (28 May).

The framework is divided into 10 specialist lots, including bathroom and kitchen upgrades, heating system installations, re-roofing, and removal of asbestos. It also covers installation of air and ground source heat pumps, damp and mould treatments, fire prevention works and total asset investment.

A restricted procedure was used for the procurement, with more than 100 tenders received across all lots. Contracts were awarded on the basis of 60 per cent quality and 40 per cent cost.

Winners include Axis Europe, Construct Building Services and Ian Williams, each named across multiple lots (see box for full list).

The largest lot by value was for whole-dwelling refurbishment and upgrade packages, titled Total Asset Maintenance, with a total value of £555m. Fire prevention works accounted for £105m, while ground source heat pump installation reached £225m. Air source systems were valued at £350m.

Bathroom and kitchen works were allocated £150m and £200m respectively, with £100m each for heating systems and damp treatment. The asbestos removal lot is worth £100m and the re-roofing lot £150m.

No architectural practices were named in the contract award notice. All contract values exclude VAT.

The framework is open to all public sector organisations listed in Schedule 1 of the Public Contracts Regulations 2015.

Ashley and McDonough, Axis Europe, Construct Building Services, Cool Cats Air Conditioning Services, Ecolution Group, Phoenix Gas Services, Robert Heath Heating, Rothwell Plumbing and Heating, Security and Fire Experts, Sureserve Compliance Central and North
