The contract is not divided into lots and is intended for use by a wide range of UK contracting authorities. These include existing and future PfH members, social landlords, housing associations, councils and ALMOs. The framework may also be accessed by NHS trusts, emergency services, and education bodies listed on the PfH website.

The estimated £500m value of the contract was listed as both the initial and total value, and no details were provided on individual supplier allocations.

No EU funding was attached to the framework, and the procurement is covered by the Government Procurement Agreement.
