Kier and Laing O’Rourke among £10bn offsite framework winners

Twenty-nine firms have been named on a £10bn offsite framework to help deliver more social housing, new schools and hospital extensions. 

The four-year framework, for all public bodies, features six lots covering education, health, residential, justice, defence, and ‘thermal efficiency upgrades’.

Among the most high-profile winners are Kier, in partnership with McAvoy and Metek, and Laing O’Rourke. Eighteen of the 29 suppliers are SMEs. Other winners include Bowmer + Kirkland, Zed Pods and Beattie Passive.

The Offsite Construction Solutions (RM6184) framework replaces the Crown Commercial Service’s Modular Buildings Agreement, which ends in April.

The new agreement is part of a bid to help public-sector bodies build more efficiently and reach net-zero targets.

The move towards adopting modern methods of construction (MMC) on public-sector projects ties in the with the government’s Construction Playbook, which was updated last September with a guidance note on MMC.

The new framework includes pre-manufactured 3D and 2D primary structural systems, as well as panellised external building retrofits. 

A ‘Thermal Efficiency Upgrades’ lot has been added to the new framework to help retrofit public properties with energy-saving systems. 

Crown Commercial Service deputy director of construction John Welch said:

“This new framework will support the public sector in the design, delivery and commissioning of a whole range of offsite construction projects in the coming years, including social housing, new schools and hospital extensions.

“These projects, and the many more which will come, have the potential to improve services and the lives of millions of people.”
